Best way to heat and cool a multi story finished addition in propane country.

A customer has a 3 story finished hall connecting a 2 story bonus room area. Geo currently heats the 3 story main house on a walk out through forced air duct system.
The area of the home in question is already finished and heated with electric baseboard. Ducts would be difficult/expensive to install as would radiant tube (which also doesn't handle cooling as well).
Again the parameters are ground source or at least air source heat pump, cooling desired as well as heating. This led me to ask about ductless hydronic fan coils.
This is a new one to me, so don't be afraid to talk.....slow......;)
Don't know the A's and D's of standard or high velocity.
Two biggest units are 19,000 btu and 16,500 btu heating loads (heating dominated climate). I'd possibly put a 5,000btu unit in the hall area with an eye toward cooling season only, electric baseboards handle these sf's fairly inexpensively (again we're comparing to propane).
If a better solution occurs to you I'm all ears.
