Radient Loops Cold, solution?

Hi RONMAR
I think I  found the issue with the cold loops but need advice on what needs too be done to correct it.
I bleed the loops today and in doing so I found the temp reg valve when set at 120 inlet temp( (1/2 turn out from closed) to be moving a very small amount of water. when I opened the reg valve all the way the water flow was unobstructed and flowing like crazy. My reg valve is the reason why my flow is low. now what do I need to do?

1. my boiler is set to 180 degrees so I need to keep my reg valve barely opened to maintain 120 radient inlet temp. Should I reduce the boiler temp to 140 so I can open the reg valve much more to maintain better flow?

2. should I replace the reg valve and if so it would seem like a new one might have the same issue. I have not opened this one up to see if any obstructions are in it but i could easily regulate the water out of the bleed line by adjusting the reg valve.

any help with my next step would be very greatly appreciated.

Well lowering the boiler temp and re-adjusting the reg valve seem like easy enough things to experiment with to see if your symptoms change...
