For this home north of Houston, TX. minus the lot and landscaping, with ICF's, non asphault shingles(something that reflect heat better) with a non traditional method of HVAC like geothermal etc?

Less than 300k?

Less than 275K?

FWIW this wouldn't have 6 inch crown moulding etc.  Solid doors, yes, nothing laminate (floors or counter tops)  unfinished walkout basement as the drawings show, no pool either.

I can't speak for Texas pricing, but I could not build this house for less than $350-400K. You are looking at 3471 sf of heated floor space, plus a 3 car garage, porchs and decks, and a full basement. That is an awful lot of house for less than $300K. Don't think it can be done (right) for anywhere near that number.
