Can you provide a link to the solar lease program?

One of the ways that (tall) commercial building owners have increased revenues in the past is by leasing space for antennas to cell phone companies, etc.

Today there is the possibilty for warehouse and factory type buildings to lease roof space for PVs.  These could provide power to the factory or warehouse or connect to the grid.  I am sure there are building owners out there who are not interested in dealing with solar directly as it is not their core business, but would entertain an arrangement with a 3rd party to do it.  Another green entrepreneurial opportunity!

As with any venture such as this, there are a lot of legal and liability issues to deal with.

Be sure to talk to several customers of leased solar systems before you sign up.  So far, I have heard a lot of promises but no action.
