concrete block wall - interior construction

My parents have a 3000 square foot commercial building near Champaign Urbana, IL built in 1983. Three sides are concrete block walls. The east wall is mostly windows with a concrete block wall base and brick cladding for the bottom 3 feet and mostly windows and doors above that. Because a water pipe froze and burst, the south side of the building has been gutted. On the interior of south and west concrete block wall, the contractor just installed 6 mil poly against the concrete block wall (I don't know how it was attached), built a 2x4 stud wall and filled the cavity with no-formaldehyde, kraft-faced fiberglass insulation. The intention is to finish with drywall and probably paint. The exterior of the concrete block wall is painted. The roof slopes towards the south and north walls. There are gutters, but no overhang. The south wall is solid, the west wall has doors and attachments / openings for utilities. What are your thoughts on the wall assembly? Thanks!

Sounds like a vapor barrier on the cold side and a poor air barrier on the inside - I predict damp insulation.
