The windows need the window wrap around the window and there is a chalk powder residue on ICF blocks.

Want to know the specific and process, on what you use for cleaning the chalky powder left from the UV solar rays of the sun that is found on the Insulated Concrete Foam (ICF) after the ICF have been  set for some time?

You should be able to just rub it with a broom head or towel and it will come off. You could also try giving it a wash with a bucket of 'soapy suds' and brush, when it dries it should be fine.
