    Did anyone used that product in Wisconsin? I had to put on  hold my order because my building inspector is checking if the state approved it.

Most products are not individually "approved" by states, but rather are tested to a set of standards, for example ICBO or ICC.

Try asking the guys at ICF Connect to email you their technical sheets and give them to the building department.

My state (CA) will not allow them either, we require full diaphragm nailing and that requires a ledger with positive contact to the structure (concrete via Simpson ICFLV or Anchor Bolts)

But follow Jim's take, an ICC number normally goes the mile and the inspector will sign off upon evidence of it.
