Placement of starter bars

I am building my own house using ICF.  The engineer has produced all sorts of specifications and I have done the Nudura course but there are still a few questions.

The engineer has specified the spacing of the starter bars within the foundations and the grade of bar to use.  My question is whether you should start with a bar in the corner or do you set them out so that you have an even “space” at each end of the foundation?  Does it matter?

UK- I always start in the corner and move to center -- l follow the same pattern to place verticles as well so that you can comply with the ACI 318 non-contact splice. Furthermore, if you need to create a penetration that you somehow forgot you will know where the steel is and where the steel isn't. Regards.
