Fixing objects to ICF walls

Greetings!
I came across a problem trying to fix heavy rails to an ICF wall. The drapes were of thick heavy drapery fabric and the
top of the rail was at 2700mm
The fitter tried to us spring loaded toggles but the styrene started to pop out from the wall, he tried to use a nail
into the bracket, but there was no support.
Does anyone have a solution to this problem?

I normally use the large screw-in plastic anchors
Even on non-ICF walls I find these to work best

How do the plastic anchors fit? please.
I can't find anything to give the support for the bracket.
What brand are they?
Any info is much appreciated.
