I've read alot on here about waterproofing for ICF basements, but I'm not sure what I need to do if anything for my situation. My ICF wall goes below grade, and the top of my slab inside will be above grade. Should I waterproof the outside wall and footer joint with peel and stick or spray on or dimple board or some combination of these? Do I need to tile around the house? We are on a hill and I plan make sure that the grade around the house is downhill in all directions when we are finished. Also, we are using metal siding, would hardie board be ok to use below grade to prevent my metal from contacting the ground?

No you do not need to waterproof the walkout (wall below slab), on the sides I would recommend running it lower than the slab by 6" +/- for a safety factor, but the back I would put nothing.

Why not just parge the 8" section between the metal siding and the finish grade?

Do not use Hardie Board or Hardie Plank below grade in contact with the soil.

Well, no, it's not necessary, but that's assuming you can keep the foundation around your house dry. People think they can, but what if someone leaves the hose on and lying next to the foundation, or what if a gutter fails above? Do you like to water vegetation near the house? I see where you are already asking about whether you need drain tile at the footing, too.

We will probably do landscaping around quit a bit of the house. I will probably go ahead and do peal and stick since I have easy access to the area right now. I'm going to think about tile a while before I take off on that job. Does the parging hold up pretty good? I'm aiming to make this house as low maintenance as possible. The metal should last a lifetime, so I want make sure whatever I put down there will keep up with it. I've seen where some people have used aluminum down there. Has anyone used this? Any other suggestions?
