    We are building ICF 2 story with basement. Should we install laterals for water ans sewer or just go trough the basement wall?

You need to take that up with your plumber or the local plumbing inspectors. Different locations will have dfferent code requirements. Also, there are several variables to consider, septic or sewer, public water or well, walkout or full inground basement, etc. Once locations have been determined, install any needed pipe sleeves before installing concrete, its much easier than drilling.
