Can cement stucco be applied over a waterproof rubberized membrane such as Bituthene?

Yes it can provided your mesh is properly mechanically fastened to the ICF wall

Unlike the foam That it will stick to, it will not stick to the peel and stick membrane and will only stick to the metal lathe.
