Who Decides What's Green?

Builder Bill Roth plans to complete Santa Fe's first locally certified green homes by spring 07.
A Placitas-based energy-efficiency contractor has already started monitoring construction at two of Roth's five planned condo units on Montano Street in preparation for a review by the green-building committee of the Santa Fe Area Homebuilders Association.
There's just one small problem: The Santa Fe association yet hasn't adopted any green-building certification guidelines -- so the local homebuilders green-building committee plans to review the buildings under guidelines adopted by an Albuquerque-area homebuilders association.
