wirsbo 311 control not reaching temp

I have a wirsbo system in my house built around a wirsbo propanel 311P.
The 311 controller turns off the boier when the boiler temp is 10-15 degrees above
mix temp, but then doesn't run the injection and other pumps hard enough to ever
get the temp up to where it should be (its own target temp).
As a result there is not enough heat being supplied.
I'm not sure what to do about this. As far as I can tell the system
should be big enough - it should be heating about 3200 sq ft
and also runs an indirect fired hot water heater. The latter
works fine.
Is there any way to get the control to run the system with a larger
differential between the boiler and mix temps ? It seems to want
to keep it in the range 5-15 degrees and this is not enough
with the way its running the pumps.
