zone valve and floor insulation

Hi.. two questions.
1. I have a closed loop hydronic radiant system and looking to add a zone valve to one of the loops, Is the better location on the supply line or return line?
2. Looking to insulate under my floor between the floor joists. The basement is also heated. My floor joists are 13" with suspended pipe 1 1/2 ". will reflective foil be sufficient or should I insulate with batts as well?
