Isn't that an oxymoron? PEX is tubing.

I think he was refering to the waffle grid type flooring designed to hold/route the pex tubing? I don't see why it would be any different than pouring over EPS/XPS... Tape the seams . Although if you took the trouble(and expense) to put that material in place, seems a shame not to go ahead and put in the tube. You might want it as an option later, and it won't be so easy to put in after the pour

AGree, using CreteHeat is the best way to insulate as it has shiplap joints, no taping of joints so provides a more complete moisture barrier as well as a radon barrier. Would put the pex in even if you are not sure you will hook it up. Great option to have later and you will love the heat.
