What a huuuuugge mess!  At the very least igshpa may be able do provide the data to those that matter to show that these designs are faulty not the product.  I would be very concerned that this one person/company has single handidly ruined geo for public spaces in your area.

Could you file a grievance backed up with data both projected and actual to your states regulatory branch?  This crap really gets me going becuase it is our money{taxpayers} being pissed away.

Again to the question of establishing the loops short comings, someone at igshpa may have some ideas. Aside from that if owner confidence is gone, not much you can do. Point to this in future sales to emphasize the importance of refferal- in fact embrace it as a tool to distinguish yourself and poo poo the unqualified competition (if people know about it better to use it than pretend it ain't there).
