4 way reversing valve operation

At what point should the reversing valve coil be activated before or after compressor starts, or when the compressor starts. My Tetco wr26 heats but trips High pressure lock out when energizing the reversing valve prior to or simultaneous to starting the the Compressor. Have read that the pressure must be near normal operating pressure for valve to cycle.
