2 stage aux heat - how iis it controlled?

Apologies if asked before...I tried searching, but after several pages gave up and am posting new.

When a thermostat calls for aux heat, the aux heat does go on....but how does the system determine whether 10kw or 14.4 kw will go on?  Is it timer-based?

My GeoMax 2 (Heat Controller Inc) (2 stage compressor) has a 2 stage electric backup/aux heat....first stage is 10 kw with a 50 amp breaker, and 2nd is another 4.4 (Total 14.4 kw) on a 20 amp breaker. 

Aux heat has come on a couple times lately because here in PA, it's gotten really cold, really fast.

I have 2 honeywell Visionpro 8000 thermostats and a honeywell zoning control panel. 

The zone control panel is wired correctly (as far as I can tell) to the heat pump, with Y1 and Y2 (1st stage, 2nd stage compressor) and also a W/E (aux heat).   But that's only 1 control wire for the resistance heating. 

How can I tell if all 14.4 are going on at the same time, or the system is staggering them?  Ideally, the thermostat would be "4" stages of heating, with the first 2 being compressor, and the last 2 being aux (10kw) and aux (14.4kw), but I know I don't have that setup.

I'm not a pro. I own a tranquility 27. This is what I know about the 2nd stage aux heat. If there is a call for aux heat from thermostat, 1st stage aux heat (EH1) is energized. CXM controls the second stage Aux heat (EH2). It will energize in ten min if a call still exists for W. The EH2 will not energize or will turn off if FP1 > 45˚ AND FP2 > 110˚.

The heat strips are time controlled usually 5-10 min between stages when W signal is energized.
