Waterfurnance goes into emergency mode

I'm trying to figure out if this is a thermostat or WF issue. While it's been cold in Wash DC my system only goes to stage 2 when in the low single digits. Jan bill $120. So far Feb is $336 Here is the kicker, we were gone the first 2 weeks of Feb. Here is what happens. When the electricity drops but not all the way the WF goes into emergency mode. It stayed this way for 13 days. If the electric drops completely then everything is fine. To get out of emergency mode I turn off the thermostat then go to the WF and pull the 2 fuse blocks, count to 10 and reverse. This does not happen often and usually only in the summer. I do have the intellistart gizmo. Any suggestions? thanks Chris in Maryland.

Sounds like some sort of brown out or surge arrest. With a monitoring thermostat you would get notified of too much auxiliary use.
