FP1 freeze protection fault error help please

I have two water furnace systems in my home that are just under 10 years old. I periodically have gotten the FP1 error since it was fairly new until now that it is more frequent. The technician came today and this was his findings. Homeowner has been having issues with FP1 freeze protection faults. After going through the system with management we came to the conclusion that the system isn’t moving enough water. Both the package geothermal and the cube share the same loops. After years of running the fluid in the loops can become thick, causing water flow issues. When the systems are running independently they are reading at spec. When they are running at the same time is when the issue can start. Recommend adding two new pumps to existing flow centers. Quoted $1671.36 Discounted price approved by management. Is this normal for something that is still under warranty and only 10 years old? I supposedly have done all the preventative maintenance. I just would like to get a second opinion, since I'm not very knowledgeable about this stuff. Thank you for your time.
