Is this Desuperheater installed correctly?

Hi there,
I hate to question a professional, but since geo install out electric bill has sky rocketed, thought it would be opposite. I'm trying to go through everything now and make sense of it to find a possible solution. So can someone verify that this desuperheater is installed correctly?

Pipe A comes out of the geothermal unit and into an external desuperheater, then it spices two directions 1) to the hot water heater cold input pipe and 2) to the storage/ buffer tank for the infloor heat

Pipe B comes out of the bottom drain of the how water heater and enters the back of the geothermal unit.

I actually have the installation guide for the WFI desuperheater pump kit in my hand and the diagrams do not show there is a need to splice into the buffer/storage tank before heading to the hot water heater. . . . so I guess my question is, why does it?
