Are there different ways to attach windows that can meet the code in FL where there are wind speeds of 110/49?

Some background:  I am designing a one-story home for mid Florida to be built in a subdivision that furnishes the builder.  The builder would rather not use any additional insulation inside or out and just spray a real soft foam inside the concrete blocks.  I do not object to having the foam inside the block although I know with all of the webs in the block that the foam will not be very effective.  The reasons that I was given for just using the foam inside of the blocks is that the windows had to be attached directly to the concrete block, the real stucco finish would cost more over foam board and adding foam board would make the walls too thick.
 
I actually prefer the thicker walls especially if it means that 2" of foam board is outside insulating the block. I also like real stucco instead of a thin painted coat directly over the block.  Since my design will stop the foam board 6 inches from the ground, inspections for termites should not be a problem.  Does the open band for termite inspections around the house have to be up higher off of the ground but before the concrete floor level?

Does anyone who builds in Florida know of a way to have foam board outside of the block and still have a way to attach the windows directly to the block or at least a way that will pass the code?

Am I correct that real stucco can be placed over Dow Chemical Blue Board Styrofoam?  Will a dimpled mesh or black paper be required between the real stucco and the Blue Board?

Alton - what do you mean by real stucco? Does e.i.f.s. quality in your books? If it does than you would adhere the foam to the block with the e.i.f.s. cement and than coat with fibre and stucco. If the concern is the window fastenings what about doing it like we do in ICF. It was discussed a couple of weeks ago on the ICF forum but basically you would screw plywood strips to the side of the window jamb and in the other direction into the cinder block (tapcons or anchors?).' Couse you could save the hassle and just do ICF ;-)

Alton;

the requirement is 6" from finish grade that can be below the floor level depending on the foundation and the lot grading

I have seen cemetitious stucco directly applied to EPS bands, it should be 2# density
