I have a 32"(equals 2 icf blocks) step up from the basement frost wall which happens to be right at a 90 degree corner.(see attached sketch) The footings are 20" wide and the ICF is 11"(6" core). Footings will have 2 #4 horizontal rebar. I am trying to figure out how to do rebar in the stepup area. I have researched but am unable to find any details. Any input will be greatly appreciated.

Only a guess, but perhaps a solid 20x20x32 block of concrete with rebar bent to form continuous pieces from one footing to the other (plus overlap).

Google 'stepped footing rebar detail' and look at the resulting images.

Jonr,
That's what I am thinking too if I am not able to find any alternative detail.
ICF,
I posted here after researching for a couple days. I didn't find any details for a situation similar to mine. Once again it's a step up and a 90 degree bend at the same spot.

The biggest mistake you can make is by not having the necessary overlap on the bar. You don't have to go in for any fancy 3-dimensional bends, but you do need to have embedded bar with the necessary overlap in all dimensions. And that will necessitate forming the concrete in such a way as to make sure the bar is completely encased, whatever you do. The only reason I mention that is that I have seen bar leaving concrete and going through dirt before going back into concrete. You don't want that.
Also, in case you are going seismic, stepped footings get a lot of extra strength from having angled bar that completely transitions all levels. Not so much an issue with a 90 degree corner, which has other things going for it.
