2" continues insulation new construction

To add 2" continues exterior insulation new construction .. would you modify foundation ... or add z flashing? If it matters this is for zone 5A.

if i'm reading this right, you are adding 2" of exterior insulation on a new build and you are asking if you should modify the foundation or just add z flashing. if i'm correct, i would just overlap the exterior insulation over your foundation and flash.
