Reducing Wind/Sail effects on ground mount PV panels

What techniques (other than a strong array framework) have folks tried for reducing the effects of wind on their PV array? I am thinking of planting a row of bushes/hedge on the north side of the array would that be effective? Dale

Perhaps an array that would allow you to flatten the panels when you know in advance that a significant storm is coming. Keeping the panels closer to the ground should have a big effect. Even more so with an earth berm.
