I installed high quality windows and foamed around them .I am now in the painting stage and the plastic over the windows moves on a cold and windy day. should i be worried or is the negative presure from an unsealed basement ?

What kind of windows? Casement, double hung, fixed, ect? Take the plastic off one of the windows and try to feel where/if the wind is blowing in.
