closing up air leaks

I've discovered air leaks coming in under the baseboard molding. The space was too small to shoot canned foam into - I tried. I went outside and looked under the house's skirt and found spaces where wind can rush in and up. Should I try to get a foam insulation caulk gun and use that? Will closing up the spaces cause any problems with moisture later?

Skirt?  is this a mobile, in any event if it is accessible, you can spray foam any hole penetrations, you may also find that air could be moving from the top plate penetrations as well

Base plates are the greatest source of leakage in any home
