Are we thinking inside the box trying for more efficient operable windows(expensive) instead of using fixed double/triple windows in combo w/ highly insulated venting panels?

I had never really thought about it that way.   Your thoughts?

I have another idea for getting ventilation. How about using a heat recovery ventilator (HRV) that provides ventilation without all the heat loss in the winter or heat gain in the summer of venting panels? The HRV could also be used with fixed windows.

What kind of savings? Energy savings? Initial cost? What is "significant"?

There is general agreement that since fixed windows do not have air seals like operable windows, that infiltration will be reduced compared to an operable window. In terms of conduction through the window, there should be little or no difference.
