I took pics because it is completely insane that they are installing and selling such windows in Phoenix homes!

These are Jeld Wen windows. The SHGC is 0.62 Remember, we are talking Phoenix, AZ, where it gets to 120F during summer and it gets to 100F during October. The DP rating is DP20. That is pretty pathetic and fit for a dog house window. Then the U-Value is 0.48. Unless I am reading that wrong that shows a 0.48 U-Rating. How on earth are they allowed to install and sell such windows? Why is Jeld Wen even making such horrid windows?

Those are just standard double pane windows without any low E coatings. Most all window manufacturers have that option available.  Pretty standard stuff in spec homes.

The other window was listed as LowE "energy efficient" window. It had a U-Value of 0.51 and a SHGC of 0.37, still horrendous energy numbers and the SHGC is still too high for Phoenix, it needs to be below 0.30

I just find it appalling that they are installing these types of windows in new homes. The poor homeowners will be paying energy/electric costs through the roof trying to cool their homes for the next 50-100 years.

That's going to take some consumer education. I still don't think energy efficiency is too high on the list of things homeowners are looking for. Although that could change overnight if the price of energy skyrockets. ;-)

Your battle is further complicated by the fact that the average length of home ownership is around 6 years and the rationalization is that they would rather have a few bucks off the price than worry about a few years of energy inefficiency.

Whatever IECC code that falls under right now, there has been a continuing exemption for up to 15 sf of glazing, among others.

Probably came directly from the big Orange store. Jeld wen is big there. They make all ranges of windows, the builder is the one that should be shot. But they are cheap.............
