I'm looking for a Window Opening Control Device that will work on a Tilt/Turn window (specifically a double-window that opens like a french door and has no middle bar) and will pass an inspection in PA, US.

This is for a specific window that will be below the 24" sill threshold (this may be 36" in the new code, but I'm fairly certain in my area they still use the older code) to require such a device and is proving to be a huge PITA. One option (if I can convince my wife...) will be to raise the window.

Other than that, I've found a few options from window hardware stores located in the UK, but I was hoping for a cheaper solution to this (I haven't check shipping costs from there yet), and something that will be mostly hidden. Plus I'm not sure if those systems would pass here locally. The 'cable' style seems to be something I could mount on the outside and not have to see it (2nd floor window), but according to the code, it has to re-engage by itself when the window is closed.

First the requirement only exists if the window is more than 72" above grade. But I assume this is probably the case. According to the 2015 IRC, the sill height minimum is still 24". Sorry I don't have an answer to the dilemma, but have you contacted the window manufacturer?

firstly, yes, the window will be on the 2nd floor, probably a good 12 ft or so above grade.

and yes, I have found a few 'options' since I've posted this. I'll post them here in case anyone else ever needs something similar.

from the manufacturer (Zola), I only have 1 option (that I think will work) but will depend on the inspector. They actually gave me 3 total options, but the first 2 I don't think actually pass the code, and the guy I'm working with was asking around to see if there were any other options.

1) tension lock hinges - locks at any point in the turn, but only based on tension. enough force will move the window -- * I don't think passes, but I'm not sure
2) "tilt-first" lockable handle which reverses the standard operation (inswing at 90°, tilt at 180°) and is lockable, meaning you can lock the handle so the tilt function works but the inswing function works only after unlocked with a key. -- * does not pass - the ASTM requires the system to not require any special keys or tools to function
3) a push-button handle (i'll post a pic) - requires a push-button to be pressed in order to turn the handle. -- this won't stop anything at 4" when opening, but basically won't let you open it at all until the button is pressed.

for 3rd party options, I found 3 that should work, although the one I have a concern

1) Truth Hardware - SafeGard - https://www.truth.com/products/Hinged-Window-Hardware/Hinges/SafeGard-Casement-Window-Opening-Control-Device -- due to double-window, I'd likely need 2 of these and place them on the bottom. I'm not sure how this would work if on the bottom and the window was tilted. I'm not sure if it would bend the hardware. however, these would be concealed and would be my preference if I needed a 3rd party option. They do require 7/8" width in channel and approx 1/4" height, which the Zola seems to have.
2) Winkhaus OBV latch - http://www.winkhausdirect.co.uk/product/window-obv-restrictor-safety-catches-white/ -- due to double-window, I'd likely need 2 of these and place them on the bottom; would also cost a fair amount to ship to US (I can only find from UK sellers on eBay who seem to ship to US)
3) Generic Restrictor - http://www.windowrepairshop.co.uk/Window-Restrictor-also-suitable-for-tilt-and-turn-windows -- due to double-window, I'd likely need 2 of these and place them on the bottom; I'm not sure if I can find anyone who would ship these to US; these are also the least visually appealing option; I have no idea who the make/model is for this either, so finding other places that sell it and ship to US could be problematic
