I've read that some home designs incorporate a closet dedicated to drying clothing.  It would seem that such a closet with a stand alone dehumidifier in it  could be a low energy cost method of drying clothes.  Another thought is to put both halves of a minisplit AC system in the closet to in effect act as a dehumidifier.  The minisplit version offers, perhaps, more air flow for faster drying.  Does anyone have any experience with either?

I've never seen or heard of anything like that.  We had this really efficient sun/wind powered clothes dryer when I was growing up.

If you take a room, install a ceiling fan with a heat lamp and a dehumidifier, you can replicate the outdoors.

It might work although the payback would be pretty slim given a dehu big enough to extract humidity as fast as the dryer adds it. Then you have lint to consider.
The rationale for laundry closets is to avoid schlepping clothes up and down stairs.
