Conditioned attic hybrid question

Hello everyone I am new to the forums and I am hopeful you can help me with a decision on insulation strategy conditioned attic. We will be building a home in Texas west of San Antonio. The roof will be steel, the roof decking will be zip system. We will be keeping all of our HVAC in the attic and therefore are planning an un-vented conditioned attic. Specific question: What is the best way to go for a conditioned attic? Option 1: Would it be better to fill and then overfill the truss cavities with closed cell spray foam adding a few extra inches... or Option 2: Fill the cavities with closed cell then cut flush to the truss lumber and then secure roxsul comfortboard 110 to the truss's over the spray foam. There are some added fire resistance properties to the roxsul which are attractive I humbly submit this for your comments and I appreciate any guidance and help you can send my way Thank you!

Maybe look at exterior insulation and a double deck setup. The bottom of the deck, just go with ply/roofing grade OSB or ZIP roofing. Tape and flash as normal.
Drop in 4 inches of your preferred insulation. Rigid EPS, Rockwood, PolyIso, etc. Cap the assembly off with ZIP roofing. Again, tape and flash as normal.
Essentially you're building a SIPS-like structure.

Furring strips above that for the metal roofing.
Then just insulate inside with whatever takes your fancy. Foam, Rockwool, blown-in, etc.
