moisture in electrical boxes

The basement electrical boxes cut into the foam in my unfinished icf house get heavy moisture in them when it rains.  The soil that the house is in is almost pure sand.  The walls were waterproofed with a peel and stick membrane.  There is form a drain around the footings.  The backfill is not graded to the proper slop away from the house in some places yet, due to the current construction, but it will be.  Could it be moisture wicking up from the bottom of the footings, which are sitting on the sand.  I've seen how fast the water moves through the sand, which is why it boggles me.  When I had the hole dug to put in the basement, it rained 1 1/2 '' one morning and I was working in it that evening, no standing water.  Is the moisture in the boxes normal?  The electricl boxes are not in yet, just the foam removed so I can see the moisture. There will be a roofed porch on all sides of the house so the ground will be eventually covered six feet away from the house, so I am not too concerned, I hope.  I just wanted to know if this happens to anybody else.

This moisture may only be a combination of concrete curing and humidity in the air. I suggest you set up a moisture meter(humidistat) and check it once in a while. Also you can replace the cutout foam in a few of the boxes, then when it rains remove the foam and see if the water is still there. I'm guessing won't be present!
