ICF room over ICF garage

I am having an ICF house desgined at the moment and am planning to use either speedfloor or Hambro. It will include 2 floors and a walkout basement. The designer just got done drawing up the first floor and is working on the second. 
The first floor has a 27*27 garage and the master bedroom(22*22) will be right over it. The designer is insisting that since I will be using concrete floors, the exterior walls of the master bedroom don't have to sit on the ICF walls below and only 1 wall is alligned with the wall below.
Now I know that it's something that can be accomplished but will require structural engineering and will add more cost to the project.
Am I right in my thinking or what he is saying can be accomplished easily.

Engineering can accomplish your offset walls!

Its your decision if you want to expand the budget to accept this aesthetic feature!

Basically, it is going to be a design element versus an owner desire. The owner desire is I want the feature....I will pay for the feature!

Simple economics!

to add to Jim's accessment,

I am currently doing a project where several ICF walls do not allign witht the wall below. This is being accomplished with a cast in place floor system from Logix and intregrating several cast in place beams. I would be suspect of the bar joist systems because they are not a 100% concrete floor. You are relying the steel web truss joists as you tension portion of your floor. It probably can be done with a bar joist but the normal loading on a floor of this style is less than 100 psf for the floor, live, and dead loads. I think the design exceedes that dramatically.

Run your plans past Hambro to see what it will take. They have been good working with us.

We are about to start  4 Town House's where the walls do not line up. The trick is to design the upper icf as the structural beam. You also could set the speed floor joist at a closer spacing in that area only. And yes you will need a structrual engineer.
