On newly constructed home, Is it necessary to add a house wrap around exterior wall of ICF walls?

I've seen manufactures carrying these wraps, and wonder if they are necessary?

and what circumstances is the house wrap necessary for ICF exterior walls when using the synthethic stucco?

I have had several ICF homes done with both EIFS and conventional stucco, EIFS has never had house wrap installed on ICF, base coat would never work. With conventional stucco house wrap is used all the time
