hanging things on ICF walls

I'm wondering how any of you provided for hanging pictures and such on ICF walls.

In Victorian architecture, there are picture rails; but those don't 'go' with the rustic style that I am buidling.

I know I don't want to hang anything from a nail pounded into the foam or driven into the concrete!

 With a drywall hanger I get 50# pullout  per Hager and you can get them at any home depot ext.
You use a drill and they go in with a point that drills a hole and threads that lock into the dry wall.

Keep in mind on a stick built wall many times the stud is not where you want the picture and we have used toggles and various other fastners that use the strength of the sheet rock only.

What about if you use plaster over the ICF foam? What kind of fastener then. I think it would be hard to find the webbing "stud" with a studfinder. Any ideas?
