Go to the engineering tables for ABOVE GRADE WALLS for the ICF you are considering. You'll see the rebar placement depends not only on wall height, but also on the thickness and strength of the concrete, size of rebar, strength of rebar, and axial loads. Also need to consider floor and roof spans, materials and the design wind speed in your part of the world. And if you're in a seismic area, well, those California boys can telll ya. Dave
