Building a Modular Home, Foundation contractor is utilizing ICF walls per my request. What is the "best"
finish treatment for the exterior in South Carolina?

I would suggest stucco.

For a crawl space I think brick is most widely used.

I would think about what best complements your main envelope, meaning how are you finishing your modular home. I would approach it only from an aesthetic point of view. If you stucco the main house a stone base would look really good. If you were to use siding for the main house a stucco base would look hideous. Approach it from an aesthetic point as well as cost effective. I agree with robinnc, stucco is the cheapest and most effective cladding in these parts. You could stucco everything and give your base a different colour. Hope this helps.
