Does anyone know whether the Canadian building code allows for the top sill to be spruce and sill gasket or must one use pt lumber?

Sill gasket and spruce will do

I am in ontario and last year, for myself it was still good. However lots of contractors do opt for pt and a fat beed of acoustic or pt and gasket. This ain't not something you want to take chances on.
