Leaking ICF basement wall

I bought a house 2 years ago.  We are going to be remodeling the basement.  The basement doe not leak during moderate or even heavy rain.  The only time the basement leaks is during the snow melt each year.  It only happens on the first 1 or 2 days of heavy melting.  It appears that it is seeping through the plastic clips.  Any suggestions? 

I have thought about cutting out the insulated foam to check for cracks and sealing the cracks.  Any other options of thoughts?

Where and at what height does the leak appear? Also where are you located? Is it safe to say that the soil next to the house is still frozen when the leaks appear?

THere Are water proofing products that should have been put on the outside of the foam wall. One by SUPREMA a roll stick on product. maybe there is a hole if is coming in only one area. You may have to escavate. it should have been put down to the footings past where the wall contacts the footing.
