ICF basement with stud wall and exterior foam board above

If you are building an ICF basement, and plan on doing a normal stud wall above, but with 2" exterior foam board, would you put the sill plate above the concrete portion of ICF only, so that the first floor foam doesnt stick out past the ICF foam?  It will 1/2" due to the exterior sheathing below the foam, but I wouldnt want it to stick out 2".  Is the sill plate normally put across the foam and concrete, or just above the concrete (i.e. what does the wall above line up with)?

And how do you finish the exterior ICF basement above grade foam portion?  Can you attach metal screen to the ICF "studs" to stucco or fake stone?

I beleive where the plate sits will determine what look you'll end up with.
If you do line up both board you'll have to pay attention to sealing/flashing in that area to stop water intrusion (if it is not already adressed in the plans).
Look at your local code for bearing minimums in that regard, it'll most probably solve all your issues.
