insight on reading anchor bolt spacing in 2006 IRC

If I read this correct I need anchor bolts every foot with 9' wall and 7' of back-fill, 6" ICF medium grade soil. Is this right? How do you read TABLE R404.1(1)? I am lost, everyone always says put them at 6' but I would rather be consistent with code.

404.1(1) is for cmu's as I take it. I'm not exactly sure if I understand what you're trying to do. Sounds like an ICF basement with wood framing on top. 403.1.6 gives anchor bolt spacing. Six feet is maximum spacing unless it is two story in a seismic zone.

R403.1.6 has to do with wood foundations.
I am wondering about a 9' six-inch ICF foundation wall with 7' of backfill.
