Is there a product anyone has used and would recommend for parging an ICF foundation in cold weather?

I would highly recommend you wait until spring. Not sure of your area, I am above freezing Monday and will be doing it, but I am taking a chance.

Remember that just because the air may be above freezing for a few hours the substrate may be frozen or close to it. There is a whole lot more heat capacity in the substrate then in the air (think mass)
Any magnesium Phosphate based repair mortar will work down to (and below if you know what to do) zero F (-17 C)
I personally have done several jobs at or below freezing with the right methods and the right product.
If there is a compelling reason to do so there are products that will give you more options but the best is to wait until you can do what is more conventional.

The temperature range is below freezing at night (20s or teens) and 30s during the day. This is a modified frost free foundation so there's not very much depth. If it were a full foundation, I would suggest a membrane to 12" below grade and finish backfilling in better weather. But this is only 2' deep in places with horizontal Dow board protecting the footers; so there's a wide, shallow exposed area that should be covered ASAP.

visqueen (reinforced is best) and heaters. maintain at least 50 F for three days Verify 50 F for a day or two prior to the application as well.

My installer waited until it was above freezing overnight. Last year that put us into early April.
