Anyone know if there's a regional ICF manufacturer in the Southwest that makes a decent product? I'm not interested in a national company.

Why would you not want to use a national mfg with a distributor near you?

There are several stocking dealers of quality ICF materials in the south west, knowing what state or ideally what city you are in would be helpful to give you the best direction. The national and international companies are a great option for a tested, reliable, quality product, with the capability to support your job with training and technical resources. Not that the "mom and pop" icf's don't work, just that the main stream companies have a lot larger R&D budget.
