I am not a builder but on average you are looking at $13 - $17 per square foot of wall area, including windows, for a name-brand block with a 6" core. That is for all the costs; ICF block, concrete, rebar, labor, window bucks, pumper, etc.

So with 3,000 sqft of wall space (including windows) you are between $39k - $51k.
