Extra rebar at floor level

Can anybody help me with a rebar question?

I am building my own house using Nudura blocks.  I am happy with most things but have a question about rebar at floor levels.  The Nudura manual says to put an extra horizontal row of rebar in at floor levels and six inches from the top of the wall.

I am using the ICF Connect (now Nudura) joist hanger plates. Should the extra row of rebar go above, below, through or behind the plates? 

There's a slightly dumb follow up question to go with it.  The joist hanger plates are obviously on opposite sides of the building.  Does the extra row of rebar need to go all round the building or just into the walls with the joist hangers in them?

A floor system location is generally where you terminate a pour, similar to top of wall, hence the need for a row of bar all the way around. Realize that when a manufacturer provides FREE blanket engineered stamped details they maybe a little on the cautious side as they are literally giving you permission (the engineer who is stamping it is taking liability) to do something without even knowing what you are doing, they are not site specific.

Your question of where does the rebar go, well, depends on the engineer. Most would say to put it on top, some would say to put in through the middle, all depends on their experience and comfort zone working with the products.

A good engineer well versed in ICF is going to draw and spec to work with the products and save you money, depending on the size of your project an engineer can make his fees disappear just by evaluating the project as a whole and spec'ing everything working together.

Personally, I would put the bar on top...it's easier
