What should I look for in structural engineer for a ICF home? Can any structural engineer do the engineer for an ICF home etc?

Do you need a structural engineer? If your home design is relatively simple and in accordance with the prescriptive method, a structural engineer may not be required.

Yes, precisely what Arkie suggested plus if you elect to hire one, make sure s/he actually has a professional engineering license in structural engineering in the state you are building. Obtaining a professional engineering license in structural engineering requires additional experience and testing beyond what is required for a professional engineering license in mechanical or civil engineering.

Also the Concrete Contractors who build ICF in your area may be able to recommend someone familiar with ICF.

Along the lines of the prescriptive method, PCA-100, available free from the Portland Cement Association, is an excellent resource, especially if you are in a seismic zone(D1-D2) as their prescriptive tables are approved for use there(as are ACI-318 if I recall correctly).

Depending on your plan, A PE analysis may actually pay for itself in rebar cost savings over a prescriptive design, mine did... The plans also zipped right thru the building department review with the engineers stamp on them

You may need an engineer's stamp to get a building permit. In Pa, for example, if it's not in the IRC's prescriptive code, it must be blessed by an engineer. Start with your building department. If you need an engineer, ask the inspector for names. (If he's prohibited from making recommendations, ask him what engineer would turn up most often if a diligent permit seeker scoured the public records.) Local form suppliers will recommend engineers. I'd steer clear of asking contractors for recommendations for fear of hearing names chosen for pliability rather than expertise. The guy I found was a true believer, owner of a massive ICF house he built himself and worth the money.

We went with a local engineer who is one of the few that stamp residential in our small city. Teaches at the local college too.
We've found if you say CONCRETE and the structural engineers' eyes light up, your probably good to go.
