ICF is in the Michigan code book....not sure you need a engineer to sign off....in the front of the code book there are parameters for the house like size and stuff that the book covers. If your house is really big you might fall outside those parameters. Go to your library and check out the code book to read.

I use BuildBlock brand. They have a complete engineering manual with tons of calc, charts and information. I just have a Non engineer cad designer use a PDF program and pull out the pertinent information paste it on the drawings and add reference notes.
Saves the cost of hiring an engineering firm that will undoubtedly go over board and increase construction costs.
