Most hand rail attachments use bolts that expand in hollow cavities.

Any ideas on how to attached a handicapped rail to SIPS, one that will take weight?

Thanks.

All you have to do is increase the points of attachment. If the handrail system requires a bracket every 5ft, increase the frequency to every 3 ft on center. Certain expansion fasteners will work with SIPs because the foam core is pliable and will let the fastener expand.
